Certificate: Local Government Accounting

Course Overview:

The purpose of this qualification is to provide the learner with the skills, competence, knowledge and understanding to effectively fulfil an accounts clerk type role in local government.

This is the introductory level of the AT(SA) Qualifications. The Certificate: Accounting Technician Local Government Qualification consists of five units. This level covers a range of basic accounting practices and techniques, from costing and double-entry bookkeeping to computerised accounting. The learner will also gain invaluable self-management and time management skills and will develop an appreciation of ethical issues and sustainability, which are essential for any workplace.

10 – 14 Months

There are no formal entry requirements in terms of qualifications, but learners must have a good level of literacy and numeracy and must be able to complete assessments in English.

Learners must either already be employed in a relevant Local Government finance role or be employed under the conditions of the learnership in order to participate.

Administer Local Government Accounts. Help improve public sector financial management by adding value, efficiency, and productivity to government departments.

Course Structure

The qualification consists of five modules:

  1. Recording income and receipts
    • Process documents relating to goods and services supplied
    • Process receipts
    • Code sales invoices and credit notes.
    • Recognise cost centres and elements of costs and extract and code income and expenditure from orders and invoices.
  1. Making and recording payments
    • Process documents relating to goods and services received
    • Manage cash balances effectively
    • Process payments
    • Reconcile petty cash control account with cash in hand and petty cash book.
  1. Working with computers
    • Use computer systems and software
    • Maintain security and confidentiality of data, passwords, disks etc, so that potential risks are minimized.
  1. Professional ethics
    • Identify and apply the fundamental principles of honesty and integrity.
    • Apply general principles and procedures for ethical compliance expected within the accounting sector.
    • Describe the type of culture within local government which supports and promotes high ethical values and helps resolve any conflict of loyalties.
    • Develop, maintain and apply ethics in employer/employee situations
  1. Accounting work skills
    • Perform effectively in the workplace
    • Customer care and management
    • Debt collection responsibility of municipalities
    • Contents of policy and By-laws to give effect to policy

Upon completion of the qualification, learners will be awarded a Certificate: Accounting Technician Local Government NQF Level 3 from SAICA/AT(SA) and you can enrol for the FET Certificate: Accounting Technician Local Government NQF Level 4 qualification.
